Hon. Col. Secretary,

Acting on instructions received from His Excellency the Governor I went off to the Chinese Cruiser "Hai Yung" lying in the Man of War Anchorage at 11.30 am. on the 21st July. I was received by the Captain to whom I conveyed His Excellency's request for assistance to enable this Government to

obtain :-

the release of the captured crew of No.10 motor boat.

the return of the Motor boat.

After explaining the whole circumstances, the Captain sent for the Flag Commander who speaks good English and

I repeated my request to his. He informed me that he

would convey my request to the Admiral which he did.

He returned aortly and stated that the Admirel much

regretted he would be unable to render any assistance by sending me to Lo Wu, as it would give rise to

serious misunderstanding with the Canton Government.

He further informed me that the "Hai Yung" was under

the Central Government of which Kwang Tung formed no part and that therefore it was impossible for him to Co anything. I therefore asked to see the Admiral to whom I once more repeated His xcellency's request that a party of his sailors under an Officer should go to Lo Wu to the frontier whither the local Government would convey them and where it was hoped that they could assist, being Chinese, in persuading the Chinese Authorities or Strikers concerned to liberate the crew of No.10 Motor boat and return the arms and the boat itself.
